Challenges of Managing Caribou and Reindeer

Chairs: Joe Tetlichi, Chair, Porcupine Caribou Management Board and             Don Russell, Coordinator, CircumArctic Rangifer Monitoring &             Assessment Network (CARMA)

Joe Tetlichi and Don Russell will start the session by giving a one-hour plenary presentation. Mr. Tetlichi will provide a case study of his experience with the Porcupine caribou herd and the Porcupine Caribou Management Board. Potential topics could include (1) managing harvest in a declining herd; (2) dealing with industrial development and cumulative effects issues; and, (3) working in a co-management environment with multiple jurisdictions, communities and aboriginal groups.

Mr. Russell will talk about challenges on a circum-polar scale dealing with the following topics:

  1. Overall trends in caribou & reindeer numbers
  2. Co-management & involvement of aboriginal people in ungulate/wildlife management
  3. Industrial development & cumulative effects
  4. Weather & climate change,
  5. Predators & disease/health issues
  6. Hunter harvest
  7. Resources (staff & funds)

Invited speakers will then address these topics based on their experiences in their respective regions. Any key issues or challenges not covered by the seven topics may also be presented. Each speaker will be asked to identify the three or four high priority issues or challenges in their region. Five minutes of each session are allotted for questions at the end.

The chairs will summarize points made by invited speakers and review key issues/priorities and similarities and differences among regions. The session will end with a general discussion and questions/answers. Each speaker would be asked for final comments.
